With reference to your letter No. 61030/1919 of
the 27th ultimo, I am directed by Earl Curzon of
Kedleston to state that he concurs in the proposal of
trong họng Lord Milner to inform the Governor of Gembow that he
approves of the expenditure of One hundred thousand
dollars on the formation of a large educational
establishment at Canton.
I am to add that the scope of the Committee
which His Lordship proposes to appoint to consider the
formation of educational establishments abroad and
other subjects relating to the consolidation of
British Communities, will, it is understood, be
limited by its terms of reference to the consideration
of these matters in so far as they affect British
subjects in foreign countries.
